You are absolutely correct; and then just set permissions for the appropriate upload/admin directories.

I don't want any sprocs mucking up my db, so thats a good thing! :-) So deployment is just a SQL script to create the tables and dragging and dropping the folder into an existing site's virtual directory?

No, it uses regular SQL code. It can be easily converted to use compiled stored procedures, however.
